No. 200 W is the shared total output ceiling. Each bidirectional USB-C port is rated up to 100 W, subject to the cable, device, battery state and thermal conditions.

No. It describes internal cell capacity, nominally 72 Wh. Voltage conversion, electronics, cable and heat consume energy, so usable output is lower.
